Obstruction Removed While Ball in Motion on Putting Green
Q. Two players are on the putting green and Player B removes the flagstick and places it on the green, behind the hole and putts. Player A, thinking B`s ball will strike the flagstick, picks up the flagstick, allowing B`s ball to roll beyond where the flagstick had been placed. What is the ruling?
A. According to the USGA, "In match play, A loses the hole for removing an obstruction, which might influence the movement of the ball while the player`s ball was in motion. In stroke play, A incurs a penalty of two strokes. (Rule 1-2 or 24-1). There is no penalty to B and B`s ball must be played as it lies. (From Decision 1-2/3)."
Removing Dew
Q. For the early morning golfer, there is typically still dew on the ground during the first few holes. Is it okay to sweep away the dew or mop it up with a towel around the ball?
A. According to the USGA, No. "Removing dew is a breach of Rule 13-2, the penalty for which is loss of hole in match play or two strokes in stroke play."
